Every day in New Jersey, there are 200,000 commuters aboard 450 trains juddering beneath the Hudson River, hoping that tunnels built in 1910 will hold up long enough for them to get home. If there is a piece of American infrastructure that best represents this country’s failure, it is that two-track nightmare that guides NJ Transit and Amtrak riders in and out of Penn Station daily, often on a different timetable than advertised.
